GENEVA (5 March 2012) – United Nations Special Rapporteur Margaret Sekaggya said today the ‘Arab Spring’ helped focus international attention on the extraordinary risks rights defenders face while promoting and protecting human rights in all regions of the world. She also expressed deep concern that State actors, including Government officials, State security forces and the judiciary, are reportedly the perpetrators of many of the violations committed against these defenders.

“Journalists, environmental, student and youth rights defenders and those working on land issues are in significant need of protection,” Ms. Sekaggya said at the UN Human Rights Council during the presentation of her report* on the situation of rights defenders who are at high risk due to their work. “Most of these risks directly affect their physical integrity and that of their family members, but also involve the abusive use of legal frameworks against them and the criminalization of their work.”

The UN independent expert noted that recent world events have shown that journalists and media workers reporting on human rights issues are particularly vulnerable. “Their work is of extreme importance in holding Governments accountable. However, those same Governments often crack down on them, including through threats, harassment, arrests, detentions, and in the worst of cases killings,” she said. (más…)

Brussels, 17 February 2012 A 61/12 – The spokesperson of Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice President of the Commission, issued the following statement today:

“The High Representative deplores the arrest on Thursday by Syrian security forces of human rights defender Mazen Darwish, the head of the Damascus-based ‘Syrian Centre for Media and Freedom of Expression’, as well as at least 12 other human rights defenders, including blogger Razan Gazzawi, and the wife of Mazen Darwish. The EU stresses the need to respect the freedom of expression and the freedom of human rights defenders to carry out their work, in line with Syria’s international obligations.

The High Representative expresses her concern for the physical safety of Mr. Darwish and others arrested, and demands information about their whereabouts and access for their families. She calls on the Syrian authorities to immediately release Mr Darwish and all those human rights defenders arrested on Thursday, and to release all political prisoners in accordance with Syria’s commitments to the Arab League to end violence.

The High Representative strongly condemns the level of violence in recent weeks committed against civilians by the indiscriminate bombardment of residential districts in Homs, Zabadai, Hama and Deraa. The violence has reached unspeakable levels of criminality and destruction.”

TEGUCIGALPA (14 de febrero de 2012) – La Relatora Especial de las Naciones Unidas Margaret Sekaggya dijo hoy que los defensores de derechos humanos en Honduras continúan sufriendo ejecuciones extrajudiciales, desapariciones forzadas, torturas y malos tratos, amenazas de muerte, ataques, acoso y estigmatización, y solicitó al Gobierno de Honduras la creación urgente de un programa de protección.

“Honduras enfrenta serios desafíos en el combate contra la violencia y la inseguridad”, dijo la experta independiente, encargada de vigilar e informar sobre la situación de los defensores de derechos humanos, al final de su misión al país. “La impunidad reinante y la ausencia de investigaciones efectivas de las violaciones de derechos humanos socaban la administración de justicia y deterioran la confianza de la sociedad hacia sus autoridades”.

“He observado que ciertas categorías de defensores de derechos humanos se encuentran particularmente en situación de riesgo en Honduras, incluidos los periodistas, los trabajadores de la Comisión Nacional de Derechos Humanos, los abogados, los fiscales y los jueces. Los defensores que abogan por los derechos de la mujer, la niñez, la comunidad LGTBI, las comunidades indígenas y Afro-Hondureñas, así como aquellos que trabajan en temas relacionados con el medio ambiente y el derecho a la tierra, también se encuentran en situación de riesgo”, dijo la experta. GINEBRA – La Relatora Especial sobre la situación de los defensores de derechos humanos, Sra. Margaret Sekaggya, visitará Honduras del 7 al 14 de febrero de 2012.

“El propósito de la visita será evaluar de una manera objetiva e imparcial, la situación de los defensores de derechos humanos en Honduras”, agregó la Sra. Sekaggya. La Relatora Especial también añadió que buscará “dialogar constructivamente con el gobierno para asegurar que todos los defensores de derechos humanos puedan llevar a cabo sus actividades pacíficas sin temor por su seguridad”.

La Relatora Especial se reunirá con autoridades del Gobierno, representantes del poder legislativo y judicial, una amplia gama de actores de la sociedad civil, las Naciones Unidas y delegaciones diplomáticas. (más…)

GENEVA– A number of UN human rights experts on Thursday expressed their dismay at the continuing abuse of anti-terrorism legislation to curb freedom of expression in Ethiopia.

A week ago, three journalists and two opposition politicians* were given prison sentences ranging from 14 years to life imprisonment under Ethiopia’s anti-terrorism laws. This follows the sentencing of two Swedish journalists to 11 years in prison on 27 December 2011. Another 24 defendants are scheduled to appear before the court on 5 March 2012, for various charges under the anti-terrorism law, several of whom may face the death sentence if convicted.

“Journalists play a crucial role in promoting accountability of public officials by investigating and informing the public about human rights violations,” said Frank La Rue, UN Special Rapporteur on freedom of expression, who emphasized that “they should not face criminal proceedings for carrying out their legitimate work, let alone be severely punished. Ethiopia has an obligation to fully guarantee all individuals’ right to freedom of opinion and expression under international human rights law.”
