Human Rights Defenders 2010

This video is about ordinary human rights defenders from various parts of the world. Human Rights Day, marked annually, is this year dedicated to human rights defenders who battle against discrimination.

Washington, D.C., December 21, 2010 – The Inter-American Commission on Human Rights (IACHR) condemns the murder of human rights defender Marisela Escobedo in Chihuahua, Mexico.

On December 16, 2010, Marisela Escobedo was killed outside the governor’s palace in the state of Chihuahua, where she was campaigning for justice over the violent death of her daughter, Rubí Marisol Frayre, who was killed in September 2008 at the age of 16. The girl’s boyfriend, Sergio Rafael Barraza, had apparently confessed to committing the crime. Barraza was acquitted by a court of first instance and released; a month later he was convicted and sentenced to 50 years in prison by an appeals court, but he remains at large. Despite receiving threats, Marisela Escobedo waged a struggle to keep her daughter’s murder from remaining in impunity. (more…)

 

In relation to the UN Secretary-General’s annual report to the Human Rights Council on reprisals against persons cooperating with United Nations, the Office of the High-Commissioner for Human Rights (OHCHR) is inviting civil society to send information on cases of reprisals that fall within the scope of Human Rights Council resolution 12/2.

Submissions should:

- give attention to the necessity to preserve the security of the persons concerned; please indicate if the victim (or his/her family) has agreed to be mentioned in this report and has been informed accordingly;

- indicate if the alleged reprisal has been referred to in any UN documents;

- provide follow-up information, if any, on the 14 cases included in the 2010 report (e.g. additional reprisals, measures taken by States to investigate, etc.

The deadline for sending in submissions is 16 February 2011. Submissions should be sent to reprisals@ohchr.org.

The next report is expected to cover the period between April 2010 and February 2011.

Washington D.C., December 15, 2010 – The Inter-American Commission on Human Rights (IACHR) and its Office of the Special Rapporteur on Freedom of Expression express their concern regarding three draft laws that could be approved in the next few days in Venezuela: an Enabling Law, and bills that would modify the laws on Telecommunications and on Social Responsibility in Radio and Television.

The executive power has asked the National Assembly to approve an Enabling Law that delegates to the Executive the power to sanction laws for a period of one year. Both the constitutional provision and the delegating law fail to set the limits necessary for the existence of true control over the executive branch’s legislative power, while there does not exist a mechanism to allow a balanced correlation of government power as a guarantee for the respect for human rights.
